A STUDY ON LABOUR SAFETY UNDER CONSTRUCTION WORKERS WITH SPECIAL REFERENCE TO TRICHY DISTRICT – TAMIL NADU – R. Gowsalya

Abstract

Construction is the one of the Second largest sector after agriculture, employers are skilled and unskilled in the working site, there are about 8.5 millions workers employed in the construction sector in India, They were working in the unorganized sector with lack of employee- employer relationship. It is one of the fasting growing industries. In this sector there has been various issues related to workers in the construction sites, Safety in the construction industry is consider as the major issue in the developing countries. To address this, The present study deals with an objective to provide adequate safety. There are many legislation clauses providing safeguard for contract workers in India. According to international labor organization there are some convention to address the safety in construction industry. The Researcher in this context makes a doctrinal and empirical in nature and used semi structured interview methods by collecting the data. The sample size of the present study is 40. After, the enactment of the Building and Other Construction Workers (Regulation of Employment and Condition of Service) Act, Safety has been made enforceable. and there is a need of proper coordination between the contractors, clients, and workers for safe working. In light of the above observations, The Researcher would like to suggest existing legal framework need to be effective with several legislative measures such as providing the safety equipments like PPE. And this study provides various statutory provision for safety construction in India with special reference to the Act, Central rules and State rules.

INTRODUCTION

                       Economic is not an ordinary subject but it is life. As such it deals with the maximization of human welfare with limited resources. Industrialization with the introduction of newly developed technologies plays an important role for development of country. Building Construction is the basic of industrial developments. It has its unique features, which differentiate it from other industry. There are several policies adopted by Government of India for the development of infrastructure of our country’s economic development. Construction industry is very huge and active sector. Construction workers are also known as construction Labor and they were recognized as unorganized labor segment in India. Still they are socially, economically, educationally, backwards and underemployed. In other words, it is the source of life to a large number of peoples in rural and urban areas. As a result, the number of people who depend on this sector for employment and income has been increasing in the modernized and industrialized society. Building construction requires huge amount of investment on human resources and various construction materials. Similarly problems faced by the workers in construction industry are different from place to place and Work to work, Safety management practices in the construction process can be better improve at various level of stages incorporate the role of clients, engineers, contractors, subcontractors etc
