OVERVIEW OF RUSSIA’S CARBON LANDFILLS AND FARMS PROJECTS TO MITIGATE CLIMATE CHANGE – Rudrakshi Sharma & Sahaj Joshi

Abstract

This article explores into the recent rapid decarbonisation initiatives taken by Russian Federation, particularly focusing on the developments of carbon landfills and carbon farms. Since, 2021 when the pilot project of carbon landfills was undertaken significant progress has been made. With seven sites established and six more under development in 2022 and additional eight projects for the period of 2022-2023. The article aims to provide a comprehensive overview of the locations of these carbon sites and outlines the implementation schedule for pilot projects aimed at enhancing carbon sequestration. It also delves into examination of the environmental effectiveness of carbon landfills and farms. These initiatives are pivotal in capturing and storing carbon emissions, thereby contributing to climate change mitigation. The article highlights the potential of carbon farming practices, such as agro forestry and perennial crop cultivation, of appropriate substantial amounts of carbon in both soil and biomass. Further, it discusses the carbon landfills utilize innovative waste management techniques to divert organic waste from traditional landfills and mitigate methane emissions. The article also focuses on the legal framework surrounding these projects. It tries to navigate environmental and land use regulations is essential for successful implementation. The analysis identifies the necessary permits and licences required for compliance and emphasizes the importance of conducting environmental impact assessments (EIAs) to evaluate potential risks and mitigation measures.

Introduction

There is no doubt that the decarbonisation process under taken by the Russian Federation is proceeding at an accelerated pace. Since the launch of the carbon landfill project in 2021, seven sites have been decided upon and six cites have been created in 2022, and eight more projects are planned to open in 2022-2023. A map locating the carbon sites on the territory of Russian Federation and a schedule for implementation of pilot project for carbon landfills and farms were demonstrated. The prospects for implementing a carbon project in the Voronezh Region, with Voronezh State University acting as the operator, were considered in more detail. The plants necessary for planting carbon landfills and carbon farms, as well as ways of recycling species no longer suitable for observation, were identified. It is also noted that there is a need to train personnel to work in the modern realities of the “green” economy and the introduction of new, previously non-existent professions. In addition, it is to note that Russia is a country with the richest forest fund, which gives it an advantage to become a world leader in carbon dioxide absorption.

The pressing urgency to combat climate change has spurred innovative approaches to carbon appropriation, with pilot projects for carbon landfills and farms emerging as promising strategies. These initiatives not only help mitigate greenhouse gas emissions but also enhance environmental sustainability. Carbon Sequestration Potential and Environmental Impacts, Carbon landfills and farms are pivotal in sequestering carbon, significantly contributing to climate change mitigation. Utilizing advanced techniques, they capture and store carbon emissions, reducing greenhouse gases in the atmosphere. Research shows that carbon farming, like agro forestry and perennial crop cultivation, can sequester substantial carbon in soil and biomass over time. Similarly, carbon landfills employ innovative waste management to capture emissions from organic waste, diverting them from conventional sites and mitigating methane emissions. Assessing environmental impacts is crucial for ensuring their sustainability. While these projects offer benefits like improvement in soil health and increase in biodiversity, however they don’t come without any cost.

Legal Framework and Compliance, Navigating the legal landscape is crucial for project success. Understanding environmental and land use laws, permits, and licenses is key to identifying obstacles and ensuring compliance. This involves navigating regulations across different government levels and engaging stakeholders for streamlined approval. Environmental impact assessments (EIAs) also play a vital role in evaluating risks and mitigation measures. Obtaining permits for land usage, waste management, and agriculture is imperative for legal conformity and stakeholder support. Implementing these projects comes with challenges. Some of the common barriers are regulatory complexity, lack of incentives and public resistance.

By understanding the legal landscape, stakeholders can better navigate the complexities that may hinder the project’s progress. The challenges and opportunities associated with implementing pilot project of landfills and farms are also discussed. Regulatory disintegration, lack of financial incentives and public resistance are common barriers that need to be addressed. However, opportunities for progress exist through public awareness campaigns and stakeholders engagement, which can foster support for carbon appropriation initiatives. The agenda behind this articleis to understand the significance of carbon landfills and farms as innovative solutions for carbon landfills and farms in Russia. By quantifying carbon storage potential, evaluating environmental impacts, and navigating regulatory frameworks, these pilot projects can play a crucial role in reducing the impacts of climate change.
